Job Summary:

To assist the Rector in all matters related to teaching, research and consultancy functions of the Institute.

Key Responsibilities:

• Advising the Rector on all matters pertaining to academic management, quality control and assurance, research and consultancy Recommending and implementing annual plan and budget for academic operations;
• Ensuring adherence to all approved academic policies and procedures by the academic staff, students and other stakeholders in relation to admissions, teaching, examinations, award of certificates and training evaluation;
• Recommending and implementing strategies and operational plans on training, research and consultancy activities; Coordinating the development and establishment of academic programmes;
• Updating and maintaining the database for approved curricula of the Institute and management of academic resources; Evaluating current progress of academics in the Institute and recommending future programmes;
• Providing information on available programmes to various stakeholders as required;
• Ensuring smooth running and development of academics in the Institute;
• Assisting the Rector in respect of such matters of technical education, administration and delivery; Facilitating learning (by teaching) of academic programmes in the Institute; and
• Performing any other duties assigned by the Rector.

Key Qualifications, Experience and Competencies:

• Higher academic standing (Senior Lecturer or above) preferably in Taxation, Customs, Economics, Law, Business Administration from a recognized academic institution Management or related field;
• Eight (8) years of relevant working experience four (4) of which should be at managerial level;
• Outstanding academic and administrative experience and capability in the area of technical education and training in Taxation, Customs, Economics, Law, Business Administration, Management or related fields.
• Terms of Employment:
• The deputy Rector of the Institute shall be employed on permanent and pensionable terms.
• However, the incumbent shall hold office for a term of four (4) years and may be re-appointed consecutively for one more term of five (4) years.
• On successful completion of two (2) terms the incumbent will perform teaching activities as a Senior lecturer or above as will be appropriate.

Job Title: Asset Management Consultant


Duties and Responsibilities:
 •Carry out a physical verification assets at the warehouse at Kuehne & Nagel and to arrange them.
 •Cross checking assets in the warehouse against K&N packing lists to ensure the lists correspond to item numbers and identify location at the warehouse for ease of retrieval.
 •Inspecting the assets and ensuring each has Property number tag. Identify lost or missing property number tags and assist with retagging.
 •Checking assets against lists and updating information where required.
 •Sending the revised list to Admin Assistant (Asset Focal Person) so that information can be used to update the property database.       .
 •Identifying and list broken assets for disposal and to send the list to Administrative Assistant.
 •Inspecting archived office files label and list them.
 •Shredding and discarding waste paper (under guidance from Administrative Assistant).
 •Verifying assets in each office and identifying missing tags and assist with retagging.
 •Checking assets in the offices against lists and updating serial numbers where required.
 .Assisting with update of room lists for all UNICEF offices and obtainkiq signature of occupants.
 •Sticking the room lists onto office doors and filing copies in Admin. File.

Qualifications:

•Post-Secondary School Education (0 Level) and Asset Management Certificate (FTC) from a reputable/reliable institution.
•At least 5 years progressively responsible professional work experience in Asset Management at national and international levels in an International NGO or UN agency.

Language Skills:

•Good communication skills and ability in written and spoken English. Fluent in spoken Kiswahili.

Attributes:

•She/he must be able to work with people, to work independently with minimum supervision and be results-oriented.

Computer skills:

•Experience in Microsoft Word, Excel and Power Point

Duration of the Consultancy:

•The consultant will be hired for 6 months.

HLSSF is now planning to obtain a reliable donor for its projects to be implemented in different parts of Tanzania depending on the areas preferred by the donor.HLSSF is looking for a permanent project proposal writing consultant who is very experienced with the different types of donor requirements and able to create a project proposal that can be funded on time depending on the timeframe for the implementation of the project.

The projects that HLSSF is conducting are focusing on the following aspects:
a)Youth talents upgrading and promotion to self employment.
b)Sponsorship of University students.
c)Entrepreneurship and business management consultancy.
d)Business and science studies trainings.
e)On line support on applications for university admissions for degree studies and government loans applications.
f)Counseling on degree choices to be made for higher studies.

Objective of the consultant engagement:

During the consultancy assignment, the agenda will be focused on social responsibility. Therefore, the main objective of this invitation is to raise funds for a social cause that is related to HLSSF projects. This may include causes in line with HLSSF - related priorities such as to raise funds locally from local individuals, business companies, embassies, foundations and institutions, to receive funds from donor countries, foreign organizations, individuals and foundations; to provide financial support to students, to seek for and distribute scholarships to students, to establish productive activities to self-sustain HLSSF funding including the HLSSF Education Insurance Program, to organize students in different universities in the clubs to be used preparing young entrepreneurs, etc.
Scope of the work for the Consultant (short term plan of 1 year ;from: October 2013 - September 2014).

The Fundraising consultancy company or Events Management Company will be responsible for:

•Event organizing, coordination and management of the Gala Dinner from which
•TZS 1,000,000,000 will be obtained;
•Designing a Resource Mobilization strategy for the Gala Dinner or fund request proposal.
•To source funding to host the Dinner or proposal writing through Resource Mobilization strategy.
•Form partnerships with stakeholders that might lead to fund contribution for the Gala Dinner
•Raise funds through the Gala dinner or other means for raising funds for implementing HLSSF related projects; especially youths talents upgrading and sponsorship of poor university students.
•Support the work of the HLSSF in identifying a firm or NGO; that is partner who can work with HLSSF in fulfilling its objectives.
•Help raise awareness about the event; the project proposal and the cause;
•Prepare a final report.

Scope of the work for the Consultant (long term plan of 5 years: October 2013 - September 2018).
The Fund raising proposal development company will be responsible for:

•Designing a Resource Mobilization strategy for the project proposal.
•To source funding to host the processes for  the project designed through Resource Mobilization strategy;
•Form partnerships with stakeholders that might lead to fund contribution for HLSSF projects implementation.
•Conduct community mobilization and awareness to join the HLSSF EDUCATION INSURANCE PROGRAM and other projects;
•Prepare a final report.

Timeline:

The successful bidder will on a weekly basis, update the HLSSF (either through teleconference calls and/or face-to-face meetings) on the progress in terms of preparations for the Gala Dinner or other project proposal developed. This will include an update on sponsorships; logistics, feedback on mobile phone companies, media plan, invitation to key stakeholders and donor contacts. The list of invited organizations and proposed partner organizations should be presented to HLSSF as soon as it has been finalized.

Required qualifications and experiences:

•Resource Mobilization expertise based on previous fund raising activities. Proof of previous resource mobilization projects organized by the bidder;
•Ability to know and understand the HLSSF and its core functions.
•The Consultant firm/NGO or company must have experience in organizing similar events and preparing projects fund requests. References / Proof of organizing and conducting similar events to be included in the bid;
•The Consultant/Agency must have a strong outreach not only in Dar es Salaam, but throughout the rest of Tanzania or East Africa. Having knowledge and a familiarity of institutions, foundations and stakeholders that are likely to donate funds is a pre-requisite;

•Be available whenever needed.

Bidders’ References:
The bidder is expected to include along with the application, the following documents:

1.CVs of all the key staff that will be working on the event or proposal - CVs should show the value that they (either individually and/or collectively) will bring to the organizing and coordination of the Gala dinner or project proposal writing; at least 3 references for similar jobs done by the bidder;
2.Motivational letter on the benefits of selecting the bidder.


Draft budget / Payment Terms;

•The TZS 1,000,000,000 for the sponsorship of poor university students and funds for other projects mentioned previously are expected to be raised through short term and long term respectively.
•The payment will be commission based and to be discussed with the Consultant at completion of bidding process.
•The bidder is free to choose any project he/she thinks can be easy for he/she to raise the required funds for the project proposal he/she has designed for HLSSF.

•Events Management Companies and Professional fundraising companies/firms are invited to bid for this assignment for a total budget. They indicate their interest by submitting a Proposal detailing their qualifications, highlighting relevant and recent experience, and proposed approach for this Assignment; and the total budget required (with a breakdown between fees and expenses). They will also have to submit a company profile.

Youth Advocacy and Policy Consultant Vacancy at Restless Development in Iringa Tanzania

Position Description:

1.INTRODUCTION:
Restless Development is the leading youth-led development agency. We have been working in Tanzania since 1993 and have established an impressive track record in delivering grassroots impact through peer to peer youth led development programmes aligned to the Government of Tanzania’s poverty reduction plans and Millennium Development Goals.

Tanzania's National Youth Development Policy (NYDP) 1997 advocates for young people to be active participants and leaders in the development of the nation. It recognises that youth make up 60% of the work force and that 66% of the population is under the age of 25.  They are the most affected by HIV and form 45% of new HIV infections[1]. They are recognised as a major target group for aid, but are excluded and under-utilised as a resource.  The unemployment rate among youth aged 15-34 years is 13.4%. Unemployment among young women (14.3%) is higher than among young men (12.3%)It 'cannot be over emphasised that they are a group of people which have a unique role’ in the country’s future growth and development. The policy recognises that Sexual Reproductive Health and Rights (SRHR), civic participation and livelihoods are inextricably linked and proposes a number of interventions. For an improved investment climate therefore, it is essential for the majority of the work force (young people) to be actively engaged in Tanzania’s development. On its part Restless Development Tanzania ( a youth led NGO)  in line with its  mission of placing  young people  at the forefront of change and development has been working through strategic partnerships with government and civil society with the objective of complementing the youth development work.

In 2011, Restless Development launched an ambitious strategic plan (2011-2015) which is half way through with a focus on three strategic goals areas: Sexual Reproductive Health and Rights (SRHR), Livelihoods and Employment, and Civic Participation. Critical in enhancing these goal areas Restless Development  is working towards supporting efforts of other stakeholders in ensuring its work at the grassroots is supported by continuous  policy  analysis , advocacy, and review  and  adoption is taking place.  Restless Development Tanzania therefore wishes to engage the services of an experienced advocacy and Policy consultant  to support the  development of  its advocacy strategy to compliment  the  national strategic framework and  strengthen  its work at policy level.

2.GOAL OF THE CONSULTANCY:

The overall goal of this consultancy isto develop a clear advocacy strategy for Restless Development Tanzania which will guide advocacy and its subsequent implementation as well as support strategic partnerships with government and civil society.

3.Scope Of work:

The Specific tasks of the Consultant include:

a)Review  a  sample of youth policies    against expected deliverables to determine what Limits adoption and implementation of policy at national and/or regional levels and recommend  way forward
b)Working with key staff , develop an advocacy strategy  that will enable   Restless Development  influence implementation of key youth  policies in line with Tanzania government’s National Youth Policy
c)Identify specific roles for  youth working group partners and other champions or stakeholders in influencing  the implementation of  key youth policies at the regional and national levels(return to school, National Youth Policy etc)
d)Propose an overall advocacy strategy and implementation plan that will drive the identification of key policy issues to engage with government in reviewing and developing  new youth policies to support youth development  at national and regional levels
e)Discuss the draft advocacy strategy and implementation plan with management Committee and other Stakeholdersto bring evidence based learning and research into the policy making environment enabling Restless Development to influence policy and practice.
f)Train and coach key staff to participate more effectively in policy and advocacy processes from community to national level in Tanzania

4.Deliverables
The consultant will provide these key deliverables
a)An inceptiondetailed work plan for the activities indicating delivery dates
b)Report on the analysis of the existing youth related policies in the areas ofSRHR, Livelihood and Employment and Civic Participation
c)Detailed plan of work that will form part of the contract.
d)Restless Development will further provide the consultant with relevant documents e.g. Restless Development Strategic Plan, staff input on Advocacy strategy, project proposals, performance and review reports. The consultancy will be based on desk?reviews of the most relevant data and information necessary to draft an acceptable advocacy strategy. It is expected that the consultant will use his/her network in the region and where necessary, visit select institutions and participate in  dialogue fora to obtain additional information.

5.Expertise required
Restless Development is seeking an individual consultant with extensive experience in research, policy and advocacy in youth development issues. The candidate should be a talented individual who is committed to youth led development and passionate about promoting participatory approaches to advocacy.The candidate should  also have a good background in policy analysis, youth development ,  gender and a .,  holder of a degree in  relevant discipline with  at least five years of relevant experience. You will be an excellent communicator (verbal and written) in English and preferably Swahili,The candidate should clearly demonstrate experience of having undertaken similar assignments. Evidence of experience as a trainer in influencing policy implementation,advocacy, and youth participation in decision making (or other target groups) will be an added advantage

6.Reporting
The consultant will work closely with the relevant manager. . All reports will be submitted to the Manager, on dates as may be mutually agreed during the inception meeting. The reports will be reviewed by Restless Development MC .All draft reports (written in English) will be submitted as softcopies while the final advocacy strategy  will be submitted as a soft copy and three (3) hard copies.

7.DURATION:
Start of September   2013 to End- November 2013, on full time basis consultancy contract.

8.DUTY LOCATION:
Two months in Iringa and one month in Dar es Salaam

9.CONSULTANCY FEES :
The consultancy fees will be a flat rate of TSHS 6.000.000 (six million Tanzanian Shillings)for the duration of the assignment asper  the breakdown below:

Advance 40%, which is payable upon signing of the contract.
Interim payment of 40% which is payable upon  satisfactory completion of tasks and draft of the  advocacy strategy
Final payment of 20% which is payable upon submission of final Advocacy strategy accordingly.

The consultant is expected to cater for own accommodation and transport costs.
