MAJOR RESPONSIBILITIES


Activity

Business Requirements (10%)

• Understand the department’s business requirements and apply in the day to day work.

Planning (10%)

• Participate in the preparation of annual procurement plans for the allocated cluster office.

• Review the annual procurement plan prior to submission



• Provide guidance to the Cluster team on how to prepare effective procurement plans


End Results

A complete Annual Procurement Plan for the respective cluster office.


Activity

Strategic Sourcing (15%)

• Advise on Market Assessment and Supplier Pre-Qualification process as per the direction from Coordinators and Advisors. sending bid invitations, follow-up of bids, assist coordinating pre-bid meetings as per the direction from Coordinators and Specialist.

• Maintain all supporting documents relating to the Sourcing Events based on the document management policy



• Create and follow up the Sourcing events for respective Cluster office



• Preparation of Procurement Committee submission documents based on the direction given by the Advisors.


End Results

• Procurement Committee meetings are held as per schedules (based on the sourcing plan).

• Ensure categories for strategic sourcing are identified

• Ensure sourcing standards and threshold policy is well adhered to.


Activity

Supplier Contract and Relationship Management (10%)

• Accurately complete the master data management form (contract/supplier/ item register)

• Manage record keeping for all contract-related correspondence and documentation (Master Data Management).

• Communicate contract-related information to all stakeholders to ensure optimum usage of contracts.

• Collect feedback on supplier performance as per the established SPM guidelines.


End Results

• Availability of accurate and complete Master Data records (either in system or paper).

• Ensure supplier performance management for high value spend on the allocated cluster is done and well documented.


Activity

Procurement Execution (20%)

• Advise on the RFP/RFQ process for spot buys as required Liaise with Shared Services & Finance to resolve supplier inquiries

• Release POs to suppliers for spot buys and assigned categories.

• Ensure all open PR’s are processed within reasonable time Follow up for delivery of goods and services on time


End Results

Ensure the provision metrics performance key indicators are achieved


Activity

Data Management, Analysis and Reporting (10%)

• Collect and organize data from projects and business units.

• Analyze and check data for accuracy and produce the required reporting output in accordance to the Policies / Procedures & Guidelines as set by WV

• Prepare weekly/monthly procurement status reports in order to update the customers and other stakeholders.

• Perform Daily reconciliation exercises of all records and transactions performed within the same day and ensure that data validation, integrity and accuracy of data is meticulously maintained.

• Consolidate all findings and convert them into useful formats as provided by SCM Manager

• Availability of information for supervisors to take decisions.

• Availability of information to Cluster office for awareness and decision making

• Work with supply chain advisor to manage Internal customer satisfaction

• Collect data to support performance scorecard reporting (i.e. KPIs)

• Guide user department on the collect procurement procedures to be followed.

Control and Compliance (10%)

• Maintain proper filing and record keeping as per the guidelines set by the management.

On time payment of Suppliers (5%)

• Ensure that payment documents submitted by suppliers are processed on time and suppliers’ payments are processed as per the agreed payment terms.

Follow up with fields offices and accounts payable teams to ensure timely payment of suppliers.


KNOWLEDGE/QUALIFICATIONS FOR THE ROLE


Required Professional Experience

At least 2 years experience Procurement & Supply Chain Management


Required Education, training, license, registration, and certification

• Bachelor degree in Procurement and logistics, Supply chain or relevant studies

• Two year’s of experience in Procurement and Logistics or Accounting field


Preferred Knowledge and Qualifications

Sonnabend Pediatric AIDS Foundation (SPAF), was established in 2021 in South Africa in honor of Joseph Sonnabend, a pioneer AIDS researcher, aiming at reducing and possibly eradicating HIV infections for children. SPAF has been operating its HIV/AIDS projects in Sub- Saharan Africa, India and Latin America in association with Columbia University of Health Sciences New York, PEPFAR with a mission to create a world where no mother, child or family is devastated by HIV and AIDS.


SPAF has multiple job openings for PMCT (Prevention of Mother to Child HIV Transmission)

Project in Tanzania for 2024, a project that will be carried out in five regions (Dar es Salaam, Mwanza, Iringa, Mbeya and Manyara)


2. Data Collection Officers – 40 POSTS


The Data Collection Officer will be responsible for administering and entering all programme’s related baseline, midterm and end line survey starting from data collection and data entry. Enumerators will work in the field under the guidance and supervision of the Research Officers who will report to the Research Manager.


Responsibilities:


• Conduct research and collect information by assigned methods

• Appropriate document and report results

• Complete research/survey/assessment in specific area

• Review assigned fields and prepare an efficient route

• Travel to designated area and conduct interviews

• Assist participants by reading forms and answering questions.

• Gather and accurately record responses on questionnaires provided by the Program team.

• Ensure that questionnaires have been thoroughly checked and completed.

• Submit completed questionnaires and other equipment used in fieldwork to the research supervisor and will, if required to do so, compile his/her findings in a format required by the program

• As part of each assignment, participate in briefings; carry out data collection, data entry and/or reporting.

• Recognize and give account of problems in obtaining data and provide useful feedback from field research activities

• Work according to the program needs and on a project by project basis.


Qualifications, Skills and Experience:

• Experience in data collection, administering questionnaires and conducting interviews, data collection and data entry

• Diploma/Bachelor in any field

• Willingness to learn and explore new experiences

• Fluency in speaking and understanding English and Swahili


Essential.

• Strong verbal and written communication skills.

• Strong sense of and respect for confidentiality.

• Practical experience working with victims/ survivors of insurgency.

Job Description:
USAID/Tanzania has a vacancy for a Program Management Specialist, OVC (Child and Youth Development). HEALTH Office invites applications from well-qualified individuals.
This is a full-time Personal Services Contract position.
Basic Functions of the Position:
The Program Management Specialist for OVC, with child or youth development areas of expertise; with preference for an individual with expertise in both of these areas to provides technical leadership to the portfolio's programs that aim to improve health and development outcomes of children and youth. The Program Management Specialist will manage USAID programs, as well as develop and coordinate programming between USAID, U.S. Government interagency counterparts (e.g. Centers for Disease Control), the Government of Tanzania (GOT) and other key stakeholders.
Duties and Responsibilities;
Program Development: this includes:
(a) Providing technical leadership in the design, implementation and monitoring of programs to
Support the achievement of national child and youth development goals.
(b) Working closely with GOT and civil society counterparts to continuously improve quality of programs in the areas of child and youth development including, but not limited to: health promotion and HIV prevention; adolescent reproductive health; child protection; and life-skills and livelihoods.
(c) Developing agency-specific program goals and objectives to improve health and social support services for vulnerable children.
(d) Focusing on improving programs that scale-up early childhood development (ECD), youth development and HIV-related services for HIV-positive adolescents and other vulnerable youth.
(e) With support from the Strategic Information Team, PEPFAR guidance, global researches findings and established program evidence, the incumbent will also be advising on program evaluation strategies, methodologies and indicators for monitoring OVC programs in accordance with standard guidelines and protocols. (0 Preparing directives, memoranda, policy statements and proposals to introduce new initiatives and recommending effective operations consistent with strategic objectives of the President's Emergency Plan for AIDS Relief (PEP FAR) program and the Tanzania Global Health Initiative (GHI) Strategy.
Program Coordination - this includes:
(a) Coordinating program linkages and integration across USAID programs.
(b) Participating in strategic forums, unit planning meetings, work plan reviews, and joint field visit to ensure linkages.
(c) Representing OVC issues within the Sexual Prevention and Prevention-of-Mother-to-Child-Transmission (PMTCT) interagency teams as' well as liaising with national-level
Reproductive Health technical advisory committees.
Project Management and Administration this includes:
(a) Serving as an Agreement/Contract Officer's Representative (A/COR) for at least two projects;
responsibilities include day-to-day management and monitoring of the programmatic aspects of the contract, grant or cooperative agreement, approval of annual work plans, monitoring partners' performance through site visits and ensuring the contractor/grantee complies with Agency and PEPFAR (as appropriate) policies and regulations in the implementation of awards.
(b) Analyzing program data to advise partners, USAID, the PEPFAR interagency team on shifts in program strategy to help meet Agency and PEPFAR strategic goals.
(c) Working closely with the PEPFAR Strategic Information team to ensure partners report quality data into the PEPFAR reporting systems semi-annually and based on PEP FAR and other monitoring data, regularly provides program level analyses to stakeholders to ensure evidenced-based strategic planning.
(d) Monitoring project budgets through analysis of quarterly financial reports and accruals and ensuring project expenditures are aligned with the approved work plan and in compliance with the project agreement.
(e) Maintaining up-to-date project files and records and ensuring data integrity and security of information in the reporting databases that does or may relate to HIV/AIDS infection (particularly as related to named individuals). IV.
Program Representation; this includes:
(a) Working closely with senior and mid-level host government ministry officials such as the Permanent Secretary Ministry of Health and Social Welfare, Commissioner of Social Welfare and the director of the primary and secondary education in the Ministry of Education and Vocational Training as well as international and non-governmental organizations.
(b) Preparing and presenting briefings for Congressional and Executive delegations, industry leaders and other high-level visitors; participating In making arrangements for visits and serving as spokesperson as required.
(c) Representing USAID/Tanzania at technical, policy and strategic planning meetings, particularly as a member of at least two Inter-Agency Technical Teams (ITTs), which comprise of technical staff from USAID, Centers for Disease Control (CDC), Department of Defense (DoD) and the U.S. Peace Corps.
Qualifications Required:
•Education:Master's degree or host-country equivalent in education, public health or social sciences is required. Prior Work Experience:
•Five years of mid-to-senior level experience in developing, implementing, managing and evaluating programs for children infected or affected by HIV, with particular experience in child and youth development programs (e.g. adolescent reproductive health, ECD, OVC etc.); Demonstrated experience of coordinating and. engaging with high-level government officials, donor communities and national-level stakeholders.
Language Proficiency:
•Level IV proficiency in speaking and writing English and Swahili is required
