Duties and responsibilities:

Develop a plan for capacity building in M&E including computer-based support that may be required, organize and undertake training with stakeholders in M&E skills including participatory aspects

Qualification and experience:

Demonstrated experience in qualitative and quantitative social research techniques or M&E experience in projects/programmes environment
Experience in developing, maintaining and manipulating large data bases and using analytical tools for research processes

Competencies:

Knowledge of disability rights and experience in undertaking disability issues
Highly developed analytical skills with the ability to apply them in project/programme Monitoring & Evaluation environment
Ability to work collaboratively while assuming leadership roles

• At least five years of experience (out of 10 years)  should be as a COP or senior field management experience such as Project Director, Regional Director or Country Director roles, demonstrating professional interaction with senior U.S. and foreign government officials.

• Technical expertise in any of the sectors USAID Tanzania is working on will be an added advantage.

International assistance organization seeks to hire a Senior Monitoring and Evaluation (M&E) Specialist for a project funded by USAID under the President’s Emergency Program for AIDS Relief (PEPFAR). The Position will be stationed in Dar es Salaam, Tanzania with travel throughout the country, starting on or about September 15, 2013.

As part of a team working with PEPFAR implementing partners to assess the quality of data reported and strengths and weaknesses in M&E, the Senior Monitoring and Evaluation Specialist will oversee coordination and implementation of data quality assessments (DQA), support research and evaluation activities and participate in capacity building activities, including the following:

DQA Preparations:

• Analysis and reports: Review all DQA tools for consistency and completeness; assist teams in interpreting the findings; review and edit all DQA reports; summarize findings of DQA.
• Research & Evaluation: provide support and management to research and evaluation activities including support development of questionnaires, manage and supervise data collection teams, coordinate IRB reviews and approval processes, present on research and evaluation studies and findings, and perform any other related tasks as requested.
• M&E capacity building:
• Organize field work and field teams for the DQAs; develop workshop materials and presentations; and develop new tools and guidance as needed.
• DQA Fieldwork:
• Liaise with the local subcontractor to ensure that all logistics are in place; mentor subcontractor staff conducting fieldwork; coordinate DQA teams: troubleshoot any problems that arise in the field; and perform spot checks of DQA team.
• Support other staff to develop and implement participatory community approaches to M&E; revise existing curriculum and tools; support trainings; implement at the community level.

• A bachelor degree in International Development, Statistics or Economics.
• At least 10 years of demonstrated experience in the design and management of evaluations (impact and performance), analyses and assessments, including the dosing of the evaluation methodology, population based surveys, developing performance management plans, participatory data collection methods and protocols, and data quality verification techniques from large development projects.

Proposal Summary
IBTCI is currently seeking a Chief of Party (COP) for a 3-year program (with additional 2 year option) to improve upon and implement the Tanzania Mission’s Monitoring and Evaluation (M&E) system based on the agency’s guidance, policies, and Mission Order requirements.

Technical services provided under this contract are expected to include:
• Proposed activities for the given year;
• Corresponding time frame for implementation of annual activities;
• Proposed transitioning actions and outputs with clear milestones for existing PEPFAR and FTF Monitoring and Evaluation contracts into the Mission M&E project.
• Detailed budget for implementation;
• Information on how activities will be implemented in a collaborative and coordinated manner with implementing partners;
• Review of the previous year’s accomplishments, problems, and progress towards achieving task order outputs;
• Proposed annual accomplishments and progress towards achieving outputs; and
• Deliverables and reporting schedule.

Qualifications
The Chief of Party must have the following qualifications:

• At least 10 years of experience in International Development, including experience and technical knowledge in designing, managing and evaluating multi-million dollar development projects.
• A graduate (Master’s) degree in the field of management, and/or international development. Technical expertise in any of the sectors USAID Tanzania is working on will be an added advantage.
• At least 5 years of experience (out of 10 years) should be as a COP or senior field management experience such as Project Director, Regional Director or Country Director roles, demonstrating professional interaction with senior U.S. and foreign government officials.
• Prior experience in supervising long-term field staff and short-term U.S., third country, and local experts.
