Job Description:
USAID/Tanzania has a vacancy for a Program Management Specialist, OVC (Child and Youth Development). HEALTH Office invites applications from well-qualified individuals.
This is a full-time Personal Services Contract position.
Basic Functions of the Position:
The Program Management Specialist for OVC, with child or youth development areas of expertise; with preference for an individual with expertise in both of these areas to provides technical leadership to the portfolio's programs that aim to improve health and development outcomes of children and youth. The Program Management Specialist will manage USAID programs, as well as develop and coordinate programming between USAID, U.S. Government interagency counterparts (e.g. Centers for Disease Control), the Government of Tanzania (GOT) and other key stakeholders.
Duties and Responsibilities;
Program Development: this includes:
(a) Providing technical leadership in the design, implementation and monitoring of programs to
Support the achievement of national child and youth development goals.
(b) Working closely with GOT and civil society counterparts to continuously improve quality of programs in the areas of child and youth development including, but not limited to: health promotion and HIV prevention; adolescent reproductive health; child protection; and life-skills and livelihoods.
(c) Developing agency-specific program goals and objectives to improve health and social support services for vulnerable children.
(d) Focusing on improving programs that scale-up early childhood development (ECD), youth development and HIV-related services for HIV-positive adolescents and other vulnerable youth.
(e) With support from the Strategic Information Team, PEPFAR guidance, global researches findings and established program evidence, the incumbent will also be advising on program evaluation strategies, methodologies and indicators for monitoring OVC programs in accordance with standard guidelines and protocols. (0 Preparing directives, memoranda, policy statements and proposals to introduce new initiatives and recommending effective operations consistent with strategic objectives of the President's Emergency Plan for AIDS Relief (PEP FAR) program and the Tanzania Global Health Initiative (GHI) Strategy.
Program Coordination - this includes:
(a) Coordinating program linkages and integration across USAID programs.
(b) Participating in strategic forums, unit planning meetings, work plan reviews, and joint field visit to ensure linkages.
(c) Representing OVC issues within the Sexual Prevention and Prevention-of-Mother-to-Child-Transmission (PMTCT) interagency teams as' well as liaising with national-level
Reproductive Health technical advisory committees.
Project Management and Administration this includes:
(a) Serving as an Agreement/Contract Officer's Representative (A/COR) for at least two projects;
responsibilities include day-to-day management and monitoring of the programmatic aspects of the contract, grant or cooperative agreement, approval of annual work plans, monitoring partners' performance through site visits and ensuring the contractor/grantee complies with Agency and PEPFAR (as appropriate) policies and regulations in the implementation of awards.
(b) Analyzing program data to advise partners, USAID, the PEPFAR interagency team on shifts in program strategy to help meet Agency and PEPFAR strategic goals.
(c) Working closely with the PEPFAR Strategic Information team to ensure partners report quality data into the PEPFAR reporting systems semi-annually and based on PEP FAR and other monitoring data, regularly provides program level analyses to stakeholders to ensure evidenced-based strategic planning.
(d) Monitoring project budgets through analysis of quarterly financial reports and accruals and ensuring project expenditures are aligned with the approved work plan and in compliance with the project agreement.
(e) Maintaining up-to-date project files and records and ensuring data integrity and security of information in the reporting databases that does or may relate to HIV/AIDS infection (particularly as related to named individuals). IV.
Program Representation; this includes:
(a) Working closely with senior and mid-level host government ministry officials such as the Permanent Secretary Ministry of Health and Social Welfare, Commissioner of Social Welfare and the director of the primary and secondary education in the Ministry of Education and Vocational Training as well as international and non-governmental organizations.
(b) Preparing and presenting briefings for Congressional and Executive delegations, industry leaders and other high-level visitors; participating In making arrangements for visits and serving as spokesperson as required.
(c) Representing USAID/Tanzania at technical, policy and strategic planning meetings, particularly as a member of at least two Inter-Agency Technical Teams (ITTs), which comprise of technical staff from USAID, Centers for Disease Control (CDC), Department of Defense (DoD) and the U.S. Peace Corps.
Qualifications Required:
•Education:Master's degree or host-country equivalent in education, public health or social sciences is required. Prior Work Experience:
•Five years of mid-to-senior level experience in developing, implementing, managing and evaluating programs for children infected or affected by HIV, with particular experience in child and youth development programs (e.g. adolescent reproductive health, ECD, OVC etc.); Demonstrated experience of coordinating and. engaging with high-level government officials, donor communities and national-level stakeholders.
Language Proficiency:
•Level IV proficiency in speaking and writing English and Swahili is required
