Summary:
The Executive Director (ED) has the responsibility and authority of organizational
Management, development, and supervision of all Foundation operations, programs, and activities, including the integration and coordination of clinical and medical servi es of the Baylor College of Medicine - Bristol-Myers Squibb Children'S Clinical Centre of Excellence in Mwanza, Tanzania at Bugando Medical Centre and the Baylor-College of Medicine - Abbott Fund Children's Clinical Center of Excellence in Mbeya, Tanzania at Mbeya Referral Hospital.
Skills:
•Ability to work as a highly cooperative member of. a team of the Foundation department directors in the integration and coordination of clinical and medical services at both the Baylor College of Medicine Centers of Excellence (COEs) in Mbeya and Mwanza
•Ability to manage multiple programs with flexibility, to forecast trends in service delivery needs, and to adapt to rapid growth and change
•Ability to supervise employees with mature judgment, tact, and diplomacy, ensuring that Foundation policies-and procedures are consistently complied with at all times
•Ability to address consumer issues and bring complaints to fair resolution in a timely manner
•Ability to establish and maintain written policies and procedures regarding program operations and services
•Ability to demonstrate leadership and interpersonal skills, teamwork orientation, and ability to motivate wide range of people. Sensitivity to issues of cultural diversity
•Ability to work flexible 'schedules, including occasional evenings, and weekends, as is ill needed.
•Ability and flexibility to travel as needed, including international travel & overnight stays
•Ability to anticipate needed changes in program operations and leads the planning process for implementation of needed changes'
•Ability to create, monitor, and forecast program and organizational operating budgets ill
•Ability to manage a comprehensive monitoring and evaluation framework, including in qualitative and quantitative indicators

•Ability to establish and maintain strong, collaborative partnerships with the Government of Tanzania, in particular the Ministry of Health and Social Welfare, National
•Provides fiscal and budgetary oversight of the Foundation
•Prepares, in consultation with department directors and/or project coordinators, an annual balanced budget that meets the needs of the Foundation to fulfill its mission within budgetary constraints
•Manages the budget and expenditure variances to ensure proper financial management and stability
•Collaborates with the Board in securing funds for new and continuing programs
•Shares the information about budget constraints with staff and the Board of Directors
•Determines allocation of merit increases for Foundation staff
•Reviews and approves monthly Foundation financial statements, ." c1uding balance sheet, income/expense statement, bank reconciliations and monthly budget to actual expenditure reports
•Ensure all required monthly financial statements are submitted to the Baylor College of Medicine International Pediatric AIDS Initiative in a timely basis
•Ensure that the Foundation fully complies with the Baylor College of Medicine financial and accounting policies and procedures, as set forth in the BIPAI Finance Handbook
•Ensures external audits and annual reports are completed in a timely basis
•Fosters positive internal and external relations
•Facilitates communication with staff, patients, other institutions, organizations, and members of the Board
•Is aware of the political milieu at the regional, national, and local levels
•Facilitates, with legal counsel, protocols and activities of the Foundation, including but not limited to the COE-Tanzania
•Represents the Foundation at meetings related to the mission of the Foundation and affiliated Baylor College of Medicine International Pediatric AIDS Initiative functions
•Is articulate about the vision and mission of the Foundation and Baylor College of Medicine International Pediatric AIDS Initiative to patients, community, institutions, and collaborating partners
•Maintains and ensures respectful and supportive Foundation interactions with the community and people impacted by HIV/AIDS
•Maintains and ensures respect, appreciation and support of volunteers
•Stimulates community support for the Foundation through contacts in the community and actively engages local and national institutions and non-government organizations (NGO) related to the mission of the Foundation.
•Fosters a positive atmosphere whereby staff is involved in the decision-making process within the Foundation.
•Uses negotiation skills when conflicts occur among staff members, patients, volunteers, and/or individuals in the community
•Provides information to staff on discussions, decisions, and policies from meetings of the Board
•Facilitates multidisciplinary team meetings specific to operations and program planning
•Ensures appropriate staff development and team building initiatives are incorporated in the Foundation's organizational culture
•Promotes program development
•Encourages program development in accordance with the mission statement of the Foundation
•Assures ongoing process and outcome evaluation of programs, qualitatively and quantitatively
•Oversees ongoing monitoring and evaluation protocols to ensure the highest standard of patient treatment and care at the COEs-Tanzania
•Provides direction in promoting community needs assessment activities in, order to support program designs
•Serves as a role model in leadership
•Fosters the ongoing growth and development of staff members
•Sets the tone for positive staff, client, and community relations
•Promotes functional open communication among staff, patients, collaborating partners, and the community
•Promotes and adheres to the ethics and professional standards of Baylor College of Medicine International Pediatric AIDS Initiative
•Academic supervisory duties for Baylor College of Medicine, including supervising Global Health Track Pediatric Residents from Texas Children's Hospital, and other learners rotating at the COE
•All other duties as assigned by the Board of Directors
Minimum Qualifications;
•The successful candidate will be a Tanzanian citizen; possess a medical degree; have a minimum of ten years experience in senior health care roles, including senior management experience; and have at least five years working experience in HIVIAIDS-related programmatic areas.
•Public health related qualifications and experience with the U.S. government's PEPFAR programme are an added advantage.
