Job Description:

Duties and responsibilities:

Receive all visitors with courtesy and decorum, ascertain the nature of visitors and relay information to his/her line manager or Country Director
Ensuring guests sign the guest book and distribution of awareness materials to visitors including flyers, brochures etc.
Assists and ensures that there is efficiency in day-to-day operations such as ensuring availability of office supplies, cleanliness, messenger services and other related functions
In coordination with Finance and Administration Officer, engage in procurement of monthly office expendables
Receive and arrange for internal distribution of all letters to respective departments
In coordination with Programme and Personal Assistant ensure and maintain proper documentation of all correspondences
In collaboration with Programme and Personal Assistant, assist in organizing internal and external meetings
Properly manage and prepare office information confidentiality
Read and document all disability, related information in newspapers; this includes documenting! filing newspaper cuttings, scanning and sending them to the monitoring and evaluation coordinator
Perform any other related duties as may be assigned by his/her supervisor


Qualification and experience:

Minimum qualification- Form IV with good pass in English and Swahili
Holder of Certificate in Secretarial Services or other professional qualification in office management related fields
Two years and above experience of working as front desk officer/Office assistant in local and /or International NGO
Be conversant with administrative and front office functions preferably from a reputable organization/ institution or department;
Elementary knowledge and experience in minor procurement of goods/services processes and ability to keep both office and its surroundings clean
Knowledge of disability rights and experience in undertaking disability issues
Ability to work in a diverse team and unquestionable care of visitors. Effective sign language communication will be an added advantage
Proper knowledge of record keeping/filing and file movements
Basic knowledge and competence in Information and
Communications Technology (ICT) particularly in Microsoft Office applications.

Duties and responsibilities:

Finance Management and Accounts
Preparation of Payment Vouchers by ensuring their accuracy and authenticity in terms of completeness of accounting information and documentation and submit the same to the next level manager(s) for verification/approval prior to authorization prior to effectiveness of payments
Process Petty cash payments within the Internal Control System and in conformity with approved budget
Daily posting of approved and/or authorized transactions arising from Petty Cash Fund and cheque payments in PS Financial Accounting package.
Do transaction back-up on daily basis and keep the back-up device safe-locked
Effect funds disbursement (both hard Cash and Cheques) solely upon approval and authorization and ensure that payments are effected in accordance with ADD International financial guideline and procedures
Manage and track all programme staff advances/payment requests- travel advances, training/meetings/workshop advances and raise Journal Vouchers against them upon liquidation with the view of capturing such liquidated expenses in the system in a timely manner upon approval .Follow-up long outstanding staff advances and ensure that such advances given to staff are being liquidated on a timely fashion
Undertake banking activities including checking of balances, prompt cash and cheque deposits, collecting bank statements periodically as may be required. Act as a bank agent for the organisation
Perform Bank Reconciliation and produce Bank Reconciliation Statements on monthly basis and make follow-up on reconciling items
Effective management of Petty Cash Funds by ensuring disbursement of funds vide Petty Cash Fund is done upon approval and /or authorization by the responsible official. Ensure timely replenishment of Petty Cash Fund
Participate in in Budget preparation and Budget revision
Preparation of staff payroll in a timely manner, submit the same to Finance and Admin Manager for verification and/or approval.
Ensure timely filing of statutory dues to avoid penalties
Prepare transactions \ schedules and submit the same to the Finance and' Administrative Manager in a timely manner to facilitate preparation of monthly, quarterly, semi-annual and annual financial reports and participate fully in the entire exercise
Participate in annual external Audit by availing needed documents and provide explanations to the external Auditors when needed to ensure smooth audit exercise
Ensure daily filing of finance related documents in an orderly manner and as per ADD International standards


Qualification and experience:

Bachelor degree or Advanced Diploma in Certified
Accountancy from recognized higher learning Institution(s)
At least 3 years' experience in finance and accounting in a multi donor- funded Programme.

Competencies:
Proper knowledge of funds management, ability to prepare Financial Statement and reports,
Proper knowledge of MS Office applications including Microsoft Excel, Word, Outlook e.t.c. .
Knowledge and experience of using computerized Accounting
Packages such as Sun would be an asset,
Understanding and experience in (manual ledgers) Double
Entry Bookkeeping,
Ability to work independently under minimum supervision
Excellent interpersonal skills, excellent command in both
English and Swahili is a prerequisite
Knowledge of Tanzania's extant Labour' Laws, and other industrial relations would be an added advantage

Participate in conceptualizing and designing cost effective and innovative projects to enhance inclusive education in Tanzania as well as other projects aimed at achieving ADD
International's global and national aims and objectives of ending exclusion and addressing barriers to education for learners with disabilities.
Provide supervision for implementation and integration of activities that make up the inclusive education programme
Ensure programme implementation is responsive to the needs and aspirations of learners with disabilities as in line with NSIE and ADD values, strategic plan and other guidelines and procedures
Ensure preparations of programme and project implementation reports as per ADD and donor requirements in the agreed contracts
Under the guidance of the Country Director, identify, establish and maintain key contacts at Local and Central Government levels in the project area and the country at large
Interact regularly with Disable People Organisations, SHIVYAWATA, (I)NGOs and other education stakeholders to enhance their awareness of ADD's education programme and to collect information about other education actors/ programmes/ projects and to participate in inclusive education technical forums and working groups.

Desired skills, knowledge and qualifications:

Bachelor's degree in education, development or other social sciences, a Masters degree would be an added advantage
Minimum of 5 years senior level programme management experience

Competencies:

Good understanding of inclusive education programming
Ability to analyse information, evaluate options and think! plan strategically
Demonstrated experience in managing and developing team working and the ability to lead and motivate others to work
Excellent interpersonal communication and presentation skills
Fluency in written and spoken English and Swahili
